Can anyone recommend a setting powder that gives enough coverage to work like a foundation too?

If you're looking for a NARS product that provides coverage and a powder finish, you'd want to look at their powder foundations, not their setting powders. The NARS Soft Matte Powder is a product that is described as being able to be worn alone for a soft, natural-looking finish, or layered over foundation to enhance longevity. This would be a better choice for what you're describing, as it is a powder with coverage, but it is not a traditional setting powder 💕
