I would say apply minimal and under the corner of the eyes and spread inwards.

In the NARS
I think you just have to find what works best for you. I sometimes apply it under my foundation or sometimes if Iโ€™m applying it after my foundation, I donโ€™t apply much foundation to the under eyes cuz then it can get cakey
