For a brighter undereye, choose a concealer one - two shades lighter than your skin/foundation. I always wait a couple of minutes before adding powder - to let my concealer set into my skin. This prevents creasing and that 'cakey' look! To set undereye concealer, I like to press a loose powder in using a face pad, then wiping away any excess with a brush.
