My eyes are big, hooded and downturned so I find eyeliner tricky. I use liquid eyeliner and try to keep my eyes open as I apply but most importantly I start from the wing and work my way inwards. I find this gives more control and also more likely to get equal liner on both eyes. Finally, I always rest/ lean my elbow against something to keep steady.
