When doing winged eyeliner i have found that an eyeliner pen works the best as it is the smoothest application and provides a lot of pigment. i start at the outer part of the eye, creating a line going upwards, then i make a triangle shape with another line joining the line i have oreviously created. then fill in the blank space and line the top of the eye. hope this makes sense and is useful to somebody :)
